Purpose of the Position

In alignment with Coast Central Credit Union’s objectives, the SVP/Chief Lending Officer (CLO) will plan, direct, and oversee all lending and collections activities to achieve the organization’s strategic goals. This includes developing and interpreting loan policies, ensuring compliance with legal and regulatory requirements, and maintaining the overall quality of the lending portfolio. The CLO is a key member of the Senior Management Team.

Beyond operational oversight, this role carries a significant strategic mandate. Currently, the credit union maintains a loan-to-share ratio of approximately 54%, with a goal to increase this ratio to 60–70% over the next 3–5 years. Achieving this growth will require innovation and disciplined execution, including:

  • Expanding Participation Strategies: Increasing the frequency, volume, and selectivity of loan participations, including leveraging a CDFI lens to ensure regulatory compliance and mission alignment.
  • Driving Growth Through Innovation: Developing new lending products, enhancing participation approaches, and exploring opportunities in new markets or underserved segments.
  • Grow our Commercial Program: With 15.6% of our portfolio already in business lending, this role will build on our strong foundation to expand commercial relationships as the premier financial institution in our region.
  • Portfolio Optimization: Implementing strategic and selective portfolio pools to maximize penetration in a highly competitive marketplace.

The CLO will lead efforts to balance growth ambitions with prudent risk management, regulatory compliance, and the organization’s mission-driven objectives.

Key Responsibilities

  • Responsible for the overall management and direction of credit union loan programs; including Real Estate, Consumer and Business lending and Collections.
  • Prepares and recommends loan policies and policy revisions. Develops new lending programs to meet both the needs of the members and credit union objectives.
  • Is responsible for the employment, counseling, performance evaluations, training, motivation and discipline of assigned employees.
  • Reviews all regulatory changes and ensures that the credit union and loan services personnel comply with lending laws, regulations and Board policies. Implements any changes required and arranges necessary training for the loan staff.
  • Recommends loan rates and fee structures based on market conditions and strategic planning and financial goals. Research and recommend new products, services and features.
  • Communicates with members regarding lending needs. Negotiates with members or other individuals to resolve conflicts.
  • Reviews and analyses monthly loan data to ensure that the credit union is attaining its projected goals and market penetration.
  • Determines member services branch loan goals based on industry trends and credit union objectives.
  • Ensures appropriate legal disclosures in lending.
  • Analyzes lending systems and determines appropriate credit checking sources, computer processing systems, etc.
  • Analyzes the loan portfolio and recommends the appropriate mix of consumer, real estate and commercial loans.
  • Reviews loan requests of subordinates which exceed loan approval authority limits or are an exception to standard policies; audits branch loan portfolios and individual loan officers; calls on business prospects and members.
  • Consistent with credit union by-laws, performs the function of Credit Manager as defined by California Credit Union Law.
  • Oversees the collections department to monitor and control delinquencies.
  • Keeps abreast of technological changes that affect the credit union and lending products.
  • Works effectively with other members of the Senior Management Team to develop, plan and implement credit union objectives, services and programs.
  • Responsible for ensuring the Member Loan Services staff provides quality member service in all member and staff interactions. Actively practices the behaviors found in the credit union’s Guidelines for Member Services in all interactions with members and staff.
  • Responds to the directives of the President and Senior Vice President.
  • Performs other duties as assigned.

The Candidate

Required Knowledge, Skills, and Abilities

Experience and professional qualifications required for the role.

  • Requires a combination of knowledge and experience in the fields of management, lending, business or finance.
  • Knowledge of financial statements, income taxes and cash flow analysis, and the laws and regulations affecting credit, lending and collections, plus an understanding of the role of credit unions; excellent oral and written communication skills and the ability to effectively work with staff, members and management.
  • Exercise mathematical and conceptual abilities in the development of operating budgets, cost/benefits analysis and other projects requiring abstract reasoning and judgment.
  • Demonstrated ability to provide strategic leadership across the organization to management and staff at all levels as well as guidance to executives in support of the organization’s mission.
  • Superior oral and written communication skills and the ability to effectively work with employees, and management.
  • Computer literacy, including the ability to enter data using the keyboard and computer terminal to develop documents, prepare correspondence, send emails, maintain records, etc., with accuracy and attention to detail.
  • Ability to provide exceptional leadership and inspire, motivate, and guide others toward achieving shared goals.
  • Ability to multi-task and work well under pressure to meet deadlines.
  • Ability to manage situations with tact, professionalism, and diplomacy.
  • Ability to present a professional image.
  • Proven ability to supervise and direct the work of others.

Education and Experience

  • A bachelor's degree with an emphasis in finance, business, accounting or related field. Ten or more years’ experience as a loan officer in a financial institution.Experience in real estate, consumer and business lending as well as collections experience preferred. A combination of exceptional credit union and/or other financial institution experience with course studies in business, finance or management may be substituted for a college degree.
  • Bi-lingual a plus.
